Western countries, such as France, United States and United Kingdom share major responsibilities in highlighting ethnic divisions, creating racial hatred, and taking advantage of it through their strong influence over former colonies. In particular, France considered Rwanda as its own possession, since the Belgians had left those territories, in the 1960s. At the Northern border of Rwanda, the UK and US backed Uganda offered assistance to the Tutsi rebel group RPF, which seized Kigali in 1994, after having defeated the Hutu militias. Afterwards, the RPF started chasing down any Hutu dissident, without regards of their involvement in the genocide. In fact, more than two millions Hutu civilians fled Rwanda between 1996 and 2003, and the United Nations accused Paul Kagame of war crimes, in 2010.
