The analysis demonstrates the two theoretical approaches, Neo functionalism and Intergovernmentalism, that could apply to the strategy of negotiations mediated by the EU. Then the history of Serbia and Kosovo conflicts is examined in order to demonstrate why the EU negotiations occurred. The methodology is then conducted of the EU negotiations and what agreements have been made and implemented, to show whether EU mediation achieved its objective. The analysis will determine which theoretical approach was used by the EU in the dialogue.
