But the question that remains is whether the Taliban are capable of governing Afghanistan, or will they fail like they did in their first rule. This thesis uses Karl Derouen and Shaun Goldfinch’s criteria of political stability to answer that question by examining the legal, political and social challenges that the Taliban face in forming a stable state in Afghanistan.
